LONDON -- A Pakistani man accused by U.K. authorities of being an al-Qaida operative who took part in a plot to bomb U.S. and British targets was extradited to the United States on Thursday to face terrorism charges.

Abid Naseer, 26, was one of a dozen men arrested in April 2009 on suspicion of preparing to cause mass casualties by bombing Manchester city center in northern England.

He and the other suspects were never charged, but Britain said in addition to the alleged Manchester plot, Naseer was part of a wider al-Qaida cell bent on staging attacks in the United States and Norway.

On Thursday, he was taken by counter-terrorism police from a high security prison in east London to Luton airport, north of the British capital, and handed over to U.S. officials.

He is wanted for trial in the United States for his alleged role in planned suicide bomb attacks on New York City subways in 2009, for which a number of men have already been convicted.

He faces three charges: providing material support to a foreign terrorist organization; conspiracy to provide material support to a foreign terrorist organization; and conspiracy to use a destructive device.

Naseer and 11 others, mostly students from Pakistan, were arrested in daylight raids in 2009 after Britain's most senior counter-terrorism officer was photographed openly carrying details about the operation.

'Very big terrorist plot'
Britain's then-prime minister, Gordon Brown, said officers were dealing with a "very big terrorist plot," but no explosives were found and all the men were later released as there was not enough evidence to charge them.

Britain's case against them had been based around emails exchanged between Naseer and a Pakistan account believed to be registered to an al-Qaida operative.

British authorities said the emails, which appeared to be discussions about girlfriends and wedding plans, in fact related to ingredients for explosives and they said Naseer posed a serious threat to national security.

The men were ordered to be deported to Pakistan but Naseer won an appeal against the decision because of fears he would be mistreated if he was returned.

He was arrested again in July 2010 when the U.S. warrant was issued, and last month European Court of Human Rights rejected his appeal against the extradition.

Dennis Hastert Warns John Boehner About Leadership After Fiscal Cliff Deal

Former House Speaker Dennis Hastert (R-Ill.) cast concern on House Speaker John Boehner's (R-Ohio) leadership after he moved to pass the fiscal cliff bill without a majority of the party's caucus, a violation of Hastert's rule.

"Here is the problem. Maybe you can do it once, maybe you can do it twice, but when you start making deals when you have to get Democrats to pass the legislation, you are not in power anymore," Hastert said on Fox News Radio Thursday.

Boehner passed the American Taxpayer Relief Act of 2012, extending the Bush-era tax rates for earners under $400,000 and $450,000 for married couples, with only 85 out of 241 members of his caucus. Democrats provided an additional 172 votes, while 16 Dems voted against. The bill is a violation of the "Hastert Rule": only legislation supported by a majority of the majority party can be brought to the floor. The rule is designed to limit the ability of minority members to co-opt a few majority members and pass legislation.

"When you start passing stuff that your members are not in line with, all of a sudden your ability to lead is in jeopardy because somebody else is making decisions," Hastert continued. "The president is making decisions, Pelosi is making decisions, or they are making the decisions in the Senate. All tax bills and all spending bills under the Constitution start in the House. When you give up that responsibility you really give up your responsibility to govern, and that is the problem."

Boehner reportedly wanted to pass a bill with majority support. He told members on a conference call in late December, "I?m not interested in passing something with mostly Democrat votes," according to Politico. But that is exactly what he ended up doing.

Hastert also criticized Boehner for reportedly telling Republicans that he's done negotiating one-on-one with President Barack Obama -- whom Hastert said has a "bent towards socialism."

"When you say that, you isolate yourself. If you're not doing it, who is?" he said. "That's a problem, because if you're not doing it, somebody else is cutting the deals."

Oil prices fall to near $92 a barrel

BANGKOK (AP) ? Oil prices fell Friday as euphoria faded over a budget deal reached earlier this week by U.S. lawmakers and traders focused on signs of lackluster demand.

Benchmark crude for February delivery fell 74 cents at midday Bangkok time to $92.18 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 20 cents to $92.92 per barrel on the Nymex on Thursday.

The deal reached Tuesday in Washington prevents the "fiscal cliff" crisis of steep, automatic tax and spending increases from hammering the U.S. economy. But it puts off for two months some hard decisions about spending cuts that are needed to get the country's mammoth deficit under control.

The package passed Tuesday by the Senate and House extends most of the tax cuts first enacted under President George W. Bush for individuals making less than $400,000 and married couples making less than $450,000.

However, most American taxpayers will still end up paying more federal taxes in 2013. That's because the legislation did nothing to prevent a temporary reduction in federal payroll taxes from expiring. In 2012, that cut in the payroll tax was worth about $1,000 to a worker making $50,000 a year. That could hurt oil consumption, analysts said.

"We continue to assume that the level of US oil consumption will be flat in 2013. ... The payroll tax hike in particular is likely to be negative for oil consumption," Caroline Bain, lead commodities analyst for the Economist Intelligence Unit, said in a market commentary.

Brent crude, used to price international varieties of oil, fell 66 cents to $111.48 a barrel on the ICE Futures exchange in London.

In other energy futures trading on the New York Mercantile Exchange:

? Wholesale gasoline fell 1.7 cents to $2.7804 a gallon.

? Heating oil lost 1.9 cents to $3.0063 a gallon.

? Natural gas rose 1.2 cents to $3.21 per 1,000 cubic feet.

Palestinians will outnumber Israeli Jews by 2020

JERUSALEM (AP) ? The Palestinian statistics bureau estimates that Arabs will outnumber Jews in the Holy Land by the end of the decade, a scenario that could have grave implications for Israel.

The bureau said Tuesday that 5.8 million Arabs live in Israel, the West Bank, Gaza and east Jerusalem. That compares to about 6 million Israeli Jews, according to Israeli data.

It said that based on current birth rates, the two populations would be equal in 2016, and in 2020, Arabs would outnumber Jews by 7.2 million to 6.9 million.

The demographic issue is a main argument for Israeli backers of creation of a Palestinian state. They say relinquishing control of the Palestinian territories and its residents is the only way to ensure Israel's future as a democracy with a Jewish majority.

The powered circuitry can further include drive circuitry configured to output a drive voltage at the electrode and/or sense circuitry configured to sense a voltage received at the electrode." In other words, the design can improve stylus sensing on conductive displays without being more costly to manufacture.
