S&P cuts Iceland outlook to negative from stable

(Reuters) - Standard & Poor's Ratings Services on Friday revised the outlook on the Republic of Iceland's long-term ratings to negative from stable and warned it could cut the rating if government plans to forgive household debt greatly worsens the finances.

The agency also affirmed its BBB-/A-3 long- and short-term foreign and local currency sovereign credit ratings on the country.

"The negative outlook reflects that we could lower the ratings over the next two years if household debt forgiveness substantially worsens Iceland's fiscal ratios or weakens our assessment of the effectiveness and predictability of policymaking," S&P said in a statement.

The agency added that the ratings could stabilize at the current level if the scope of debt relief was limited, the cost to the state was contained, and the mode of financing did not, in its view, deter investment into the Icelandic economy.

US indicts SAC Capital Advisors on fraud charges, but not owner Steven A. Cohen

One of the largest-ever insider trading cases took a giant step forward Thursday, when a federal grand jury indicted Steven A. Cohen's hedge fund SAC Capital Advisors on fraud charges.

The hedge fund was charged with wire fraud as well as four counts of securities fraud, and the government is seeking to force SAC to surrender any fraud-related profits. The charges could undermine one of Wall Street's top stock trading firms, although they do not touch founder Steven A. Cohen.

The Securities and Exchange Commission recently filed civil charges against Cohen for what it said was a failure to adequately supervise the people at his firm. Last week a spokesman for Cohen said the SEC charges have no merit.

"SAC has never encouraged, promoted or tolerated insider trading and takes its compliance and management obligations seriously. The handful of men who admit they broke the law does not reflect the honesty, integrity and character of the thousands of men and women who have worked at SAC over the past 21 years. SAC will continue to operate as we work through these matters,? said an emailed statement from SAC Capital.

According to the indictment from roughly 1999 to 2010, SAC obtained and traded on inside information to boost returns and fees and that the scheme involved a number of portfolio managers, research analysts and dozens of publicly traded companies.

The government is also seeking to force SAC to surrender any fraud-related profits.

The criminal charges said SAC's "relentless pursuit of an information 'edge' fostered a business culture within SAC in which there was no meaningful commitment to ensure that such 'edge' came from legitimate research and not inside information."

It added: "The predictable and foreseeable result, as charged herein, was systematic insider trading by the SAC entity defendants resulting in hundreds of millions of dollars of illegal profits and avoided losses at the expense of members of the investing public."

The indictment said SAC carried out the insider trading scheme with a staff of numerous portfolio managers and research analysts "who engaged in a pattern of obtaining insider information from dozens of publicly-traded companies across multiple industry sectors."

It said SAC sought to hire portfolio managers and research analysts with proven access to public company contacts likely to possess inside information. The managers and analysts were then not questioned when they made trading recommendations that appeared to be based on inside information, the indictment said.

The problem was compounded when SAC on numerous occasions failed to use effective compliance procedures or practices designed to root out wrongdoing. The pursuit of a trading edge overwhelmed limited SAC compliance systems, prosecutors said.

U.S. Attorney Preet Bharara said at a news conference that SAC was "a magnet for market cheaters."

FBI Assistant Director George Venizelos said in a statement, "This is a case about corporate conduct and corporate responsibility. SAC Capital and its management fostered a culture of permissiveness. SAC not only tolerated cheating, it encouraged it."

Hayden Hired as Assistant Coach

CHAMPAIGN, Ill. - Fighting Illini swimming and diving head coach Sue Novitsky announced Wednesday the hiring of Alec Hayden as the new assistant swimming coach. Hayden comes to Illinois from William & Mary, where he spent one season as an assistant coach.?

"I am very excited to add Alec to the swimming and diving staff," Novitsky said.?"Alec will be a great representative for his home state and out recruiting.?He brings great enthusiasm and energy with his coaching and has had great success in developing elite athletes.?Alec has great technical knowledge and wants to keep learning more to help the student-athletes get faster.?He is a smart coach with a coaching philosophy consistent with mine, and I am looking forward to having him in the Illini family."

In just one season at William & Mary, Hayden was the primary coach for swimmers who accomplished four conference records, 32 school records, 20 freshman records and 10 NCAA B cuts. His only recruiting class with the Tribe was the best in program history and included the first top-100 recruit in program history.

At the Colonial Athletic Association Championships, he coached seven individual conference champions and three relay championship teams. Tribe swimmers took home co-Swimmer of the Meet, Rookie of the Year and Scholar-Athlete of the Year.?

"I'm very excited to be a new Illini," Hayden said. "There is so much talent on the team, and the school is one of the best institutions in the nation. I can't wait to get on the pool deck and see what we can accomplish."

Prior to joining the staff at William & Mary, Hayden served as the head senior coach for the Nasa Wildcat Aquatics team, which was comprised of 40 high school and eighth-grade swimmers. Under his tutelage, Wildcat swimmers set one national age group record and eight state records. He coached three swimmers who qualified for the 2012 U.S. Olympic Trials.

He coached four swimmers to a combined 14 state championships and also coached the 2011 50 freestyle USA Swimming Junior National runner-up. At the 2012 National Club Swimming Association Junior Nationals, he coached the Wildcat boys to an eighth-place national finish and the combined team to a 10th-place finish.

While working with the Nasa Wildcat Aquatics team, Hayden simultaneously worked as a volunteer assistant for Northwestern University. At Northwestern, Hayden worked with both the men's and women's programs, including work with an NCAA Championships finalist, two NCAA consolation finalists and five NCAA qualifiers.?

Hayden started his coaching career as an assistant senior coach with Nasa Wildcat Aquatics in April of 2008. Working primarily with the sprint groups, Hayden coached athletes who set one national age group record and 11 state records. He coached three individual state champions and the U.S. Open 100 butterfly runner-up.

As an athlete, Hayden was a four-year letter winner and two-year captain as a member of the Northwestern Wildcats swimming team from 2004-2008. Hayden was an All-American at New Trier High School, and he was also a team captain and four-year All-Conference honoree.

Hayden graduated from Northwestern in June 2008 with a B.A. in Mathematical Methods in the Social Sciences.?

Bombing at Egyptian police station follows a day of violent clashes

A bomb killed one person and wounded 17 others at a police station north of Cairo early Wednesday morning, say officials.?About 100 people have died in violence since the army deposed Mohammed Morsi.

Unknown assailants threw the bomb from a passing car in Mansoura, the capital of Dakhalia province, two security sources said. A Health Ministry statement, issued shortly after the explosion, said 12 people were injured.

The bombing occurred after a day of clashes between opponents and Islamist supporters of Egypt's deposed president, Mohamed Morsi, killed nine people in Cairo.

The Muslim Brotherhood, which propelled Morsi to power in the country's first democratic elections in 2012, accuses the army of orchestrating a coup that has exposed deep political divisions in the Arab world's most populous nation.

Supporters of Morsi, who has been held in an unknown location since the army deposed him on July 3 following mass protests calling for his removal from power, have vowed to stay in the streets until he is reinstated.

About 100 people have died in violence since the army deposed Morsi and replaced him with an interim administration led by Adli Mansour, the head of the constitutional court. New elections are expected to be held in about six months.

In the latest bout of violence in the capital, two protesters were killed at a pro-Morsi march early on Wednesday after clashes in Cairo, a security source and the Muslim Brotherhood said in a statement on their website.

IMF fears Fed tapering could 'reignite' euro debt crisis

The M3 broad money supply is also fizzling out, with growth dropping to 2.3pc year-on-year. There has been almost no growth in M3 since October 2012.

The money data tends to act as an early warning indicator for the economy a year or so ahead, and therefore casts doubt on recent claims by EU leaders that the crisis is over.

"Today's figures put serious question marks over the strength of the nascent recovery," said Martin van Vliet from ING. The data is at odds with the recent rebound in industrial output and rising PMI survey indexes for manufacturing.

The IMF said the eurozone economy would shrink by 0.6pc this year, the same as in 2012. It is expected to grow by 0.9pc next year but this will not be enough to make a dent on unemployment, and could easily be thrown off course by a fresh global shock.

"There is a high risk of stagnation, especially in the periphery. Such an outcome could push the periphery toward a debt-deflation spiral," it said.

The report said that it may take years to unwind the colossal credit boom of the early EMU years. "Historically, almost all of the run-up in household debt tends to be reversed. But in the euro area, the reduction in debt-to-GDP ratios has barely started, and the boom was more pronounced."

"Furthermore, in past deleveraging episodes, the debt reversal was largely facilitated by high inflation and growth, and supported by expansionary fiscal policy. Because these factors will not contribute much to the ongoing deleveraging process in the euro area periphery, the adjustment is likely to be protracted and have to rely more on reductions in nominal debt. The contrast with history is similarly sobering when it comes to corporate debt," said the Fund, adding that the EMU periphery has the daunting task of triple deleveraging by governments, households, and firms all at the same time.

The Fund said it is crucial that the eurozone deliver on pledges from a proper banking union and resolution fund capable of "swift decisions on burden sharing".

While polite in tone, the authors appear exasperated by "incomplete or stalled delivery of policy commitments" and seemingly endless foot-dragging by EMU leaders.

"The hurdle for reaching a collective agreement is always high. Moreover, building political support for such decisions can take considerable time, especially when they involve thorny issues such as burden-sharing or ceding national control. Hence, making swift progress on completing the banking union and moving toward greater fiscal integration are proving exceedingly difficult."

In a comment clearly aimed at Germany and the key creditor powers, the IMF said "unwavering political backing for institutional reforms remains critical and is in the interest of all EMU members."

I.B.M. on Tuesday formally launched its latest mainframe computer, a type of machine that has been around for 49 years, and has endured through minicomputers, microcomputers, personal computers, computer servers and lots else.

One could argue that this is a classic case of Moore?s Law making computing inexorably cheaper, but that isn?t how this market worked before. Mainframes got bigger and more powerful for decades, using the advances in semiconductors to make even more powerful and more expensive models. The past decade?s onslaught of cheap computer servers lashed together with virtualization and cloud software, however, made them formidable competitors for the work of mainframes. I.B.M. has had to respond by making the machines significantly cheaper.

This can be a strength for the product, or at least it can be made to look like one. I.B.M. says this low-priced machine still gives that mainframe security and reliability, and could eventually challenge the kind of server-based cloud computing models that have changed I.B.M.?s world.

?You can put the equivalent of 520 servers? into the BC12, said Patrick Toole, general manager of the product. ?Mainframes are enduring because they enable clients to consolidate computing into single machines.?

?We?re more tidy? didn?t used to be a sales point. But then, we didn?t used to have data centers with 100,000 servers in them, either.

Mr. Toole said the machines were particularly targeted at banking and telecommunications companies for functions like Big Data analytics and modeling retail sales programs. The hope is to install the products in emerging markets, where there aren?t as many server-based clouds. Since the zEnterprise line was introduced in 2010, he said, about 40 percent of the computers have gone to countries like China, South Africa, and nations of the Middle East.

There are fewer secure, wired local networks and more wireless transactions in these places, Mr. Toole said. ?The workloads in emerging economies fits our computer architecture,? he said. ?There are people on mobile phones creating a million transactions a day.?

I.B.M. may be retooling the mainframe for a new world of expanding clouds and emerging markets, but some things may not be changing. Once I.B.M. gets a mainframe customer, it can lock in a lot more software and services that can still mean profitability.

?Mainframes are still a rich revenue stream, and a potentially captive market,? said Jeffrey Hewitt, an analyst at Gartner. ?There is maintenance, software, consulting. Mainframe applications aren?t portable to other kinds of machines. Information technology people are basically risk-averse, and if you can sell them something that works, they?ll wonder why they should ever get rid of it.?

    Mich. governor front, center in Detroit bankruptcy

    DETROIT (AP) ? Seven governors came and went during the decades-long decay of Michigan's largest city that culminated with a humiliating collapse into financial ruin.

    It's the eighth, former business executive and relative political novice Rick Snyder, who is aggressively tying his legacy to the prospects of a Detroit turnaround.

    When he took office, Snyder pushed for more powers for the state to intervene in distressed cities and schools. After voters repealed the law last November, he ignored critics and signed another one. He also hired the city's turnaround specialist and, nearly four months later, blessed the request to file for bankruptcy.

    For the man with the "one tough nerd" moniker, it's the latest bold decision in a 2 ?-year stretch that's remarkable for the sheer breadth and pace at which Snyder has moved. He's again in the national spotlight just a half-year after making Michigan ? the bastion of the auto industry and organized labor ? a right-to-work state, a move that pollsters say led a drop in his approval ratings.

    Though the impact of the bankruptcy filing on Snyder's 2014 re-election may be difficult to predict, it's still a legacy definer that's being watched not only in Michigan but also by Wall Street and other elected officials across the country.

    Snyder, a former venture capitalist and computer company CEO, has no known presidential aspirations.

    "I don't spend time dwelling on my legacy. I just try to do my job well," the Republican governor told The Associated Press in an interview. "That's relentless positive action. No blame, no credit. Just simply solve the problem.

    "Here was a problem 60 years in the making. The can was being kicked down the road for far too long. It was time to say enough was enough. Let's stop, let's stabilize, let's grow."

    Detroit's bankruptcy could last at least through summer or fall 2014, when Snyder is expected to ask voters for another term.

    "I deeply respect the citizens of Detroit," he said. "They along with the other 9 million people in our state hired me to do this job. They're my customers. This was a tough step, a difficult decision, but it's the right decision."

    The first-term governor, perhaps more than any other state's chief executive, hasn't been afraid to confront mounting retiree pension and health care costs hampering state and city budgets. He's done that mainly by signing laws making public workers pay more of their health costs, ending retiree health care for new hires and enticing teachers to contribute more toward their future pensions.

    But the stakes could be higher with the Detroit intervention under Michigan's emergency manager law.

    Eric Scorsone, a Michigan State University economist and expert on government finances, said while Snyder helped revise the law to make it one of the toughest in the country, bankruptcy likely was inevitable even under the old law ? unless creditors had voluntary agreed to accept far less than what they're owed.

    "Other governors may have taken different approaches. But even under the old law, if we had a different governor, it's pretty obvious something would have had to be done," he said.

    Scorsone said many other U.S. cities have issues similar to Detroit, though not on the same scale. Other states will be watching to see what happens in part because Snyder ? not local elected officials ? is taking responsibility for improving public safety and other basic needs, he said.

    "I think it's aggressive in the sense that most states don't intervene in local affairs to the same extent," Scorsone said.

    Lansing Mayor Virg Bernero, a Democrat who lost to Snyder in the 2010 election, said Snyder "definitely" deserves credit if Detroit emerges in better shape, especially in providing everyday services.

    "It's bold and decisive. You've got to give him credit, however late," Bernero said, adding that Snyder should have intervened in Detroit within three months of taking office in 2011.

    "There was a sense of inevitability about this bankruptcy," Bernero said. "I would have moved quicker with an emergency manager. The ship couldn't right itself. Why prolong the agony? Lance the boil and move on."

    Snyder first struck a consent agreement in April 2012 with the Democratic-led Detroit to wipe out its enormous budget deficit and mountainous debt but appointed Kevyn Orr as emergency manager after that didn't work in part because local officials

    Steven Rattner, who was chief adviser to President Barack Obama's auto bailout task force, said from his detached vantage point in New York, Snyder "has handled this thing quite well."

    While acknowledging the political difficulties associated with anything viewed a bailout, Rattner questioned why the state and possibly the federal government aren't offering Detroit a rescue package.

    "It's not logical for there to be political fallout from putting Detroit in bankruptcy because there's no other alternative to that," Rattner said. "The question people can ask is whether Snyder is offering all the help the state of Michigan can offer. ... These are tough politics either way."

    There seems little appetite from either Democrats or Republicans in Washington for a federal rescue of Detroit. Bailing out the city with state money could bring resistance in the Republican-led Legislature and prompt anger from out-state residents concerned about funding their own schools and local services.

    "There are so many great things going on in Detroit. We resolve the city government issue, Detroit's really well poised to see outstanding growth take place when people can say there are better services," Snyder said. "We're going to get there."

    Science's Mobile Army of Metaphors

    Metaphors are our shortest stories. They are economical explanations that shape our understanding (itself a ?mobile army of metaphors?). But badly mixed metaphors from physics and biology animate economics, creating ?confusion?s masterpiece.? Another Shakespearean phrase, ?invisible hand,? is partially to blame.

    Science?s theories?its verifiable stories?also use metaphors. Some are loose analogies, others formal models. Orthodox economics abuses both kinds, misapplying oversimplified evolutionary ideas, like survival of the fittest, within an ill-fitting framework from physics. Its conceptual skeleton is: rational self-interest in competitive markets, led by an invisible hand, creates the best social equilibrium.

    But, as I?ve described, biological and economic self interest are different. And what economists call rational can produce poor, sometimes even self-undermining, results.

    Adam Smith made ?invisible hand? famous. He first used the phrase in his History of Astronomy: ?nor was the invisible hand of Jupiter?employed,? to mean that nothing supernatural was needed to explain physical phenomena. Smith lectured on Shakespeare, and likely knew the phrase from Macbeth (misdeeds are hidden by night?s ?bloody and invisible hand?).

    But ?invisible hand? emergent equilibria in economics, evolution, and physics are crucially different. Self-organization?parts spontaneously creating ordered wholes?seems ?natural.? But it?s usually also dumb. Humans can do better.

    Evolution?s ?invisible hand? story, typically sold as biology?s great ?unregulated? competitions (thereby ignoring widespread cooperation) produces unintelligently designed results and regularly delivers foreseeable disaster. Narrowly self-interested competition in biology doesn?t guarantee efficient outcomes. And it can be as dumb as trees in economics. Social coordination can be less wasteful and more productive, if intelligently done.

    General Equilibrium theory in economics was developed under the guidance of a physicist, Josiah Gibbs, who Einstein called ?the greatest mind in American history?. Gibbs invented statistical mechanics to describe the behavior of large ensembles, like gases. Its metaphoric appeal for economics is obvious. However the ?invisible hand? equilibria of physics emerge from parts interacting with uniform predictable consistency. But people aren?t like gas particles or biological billiard balls. We evolved behavioral flexibility and complex interdependent variable reactions.

    Newton?s science is, metaphorically and fundamentally different than Darwin?s. Newton?s systems have clockwork causality; they converge on mechanically calculable patterns. Physicists have invented powerful mathematical tools for predicting their development and specific results. But Darwin described an open, generative, and divergent process with less predictable effects. Its general shape is describable by the mathematical methods of physics, but its specific outcomes aren?t so predictable (e.g. evolution, unlike anything in physics, needs game theory).

    Evolution gave us capacities for intelligence, foresight, and social coordination. With these we can avoid the dangers of dumb ?invisible hand? self-organization. It fits not our nature to ignore them. Such sub-natural metaphors of human nature exclude what?s best about us.

    Powell, Simpson test positive for banned stimulant

    Former 100-meter world-record holder Asafa Powell and Jamaican teammate Sherone Simpson have each tested positive for banned stimulants, their agent told The Associated Press.

    Powell and Simpson tested positive for the stimulant oxilofrine at the Jamaican championships last month and were just recently notified, Paul Doyle said Sunday, with their provisional ban effective immediately. The news came the same day that American 100-meter record holder Tyson Gay revealed that he also failed a doping test.

    Powell helped the Jamaicans to the 400-meter relay gold medal at the 2008 Olympics and was the last man to hold the individual 100 record before countryman Usain Bolt broke it earlier that year.

    Simpson won Olympic gold in the women's 400 relay in 2004 and silver in 2012, along with an individual silver in the 100 in 2008.

    "They're devastated," Doyle said in a phone interview. "I'm optimistic that Asafa's and Sherone's names will be cleared. It is a stimulant ban, which I hate to call any infraction minor ? any positive test is major, in my opinion ? but at the same time it was something that was inadvertent. Hopefully, through our investigation and all that, we'll be able to show it was unintentional."

    These doping positives come a month after another Jamaican Olympic champion, Veronica Campbell-Brown, tested positive for a banned diuretic.

    Doyle said it's too early to say whether Powell or Simpson will be able to compete at the world championships in Moscow next month. Powell did not finish in the top three at last month's nationals to qualify for worlds, but possibly could participate as a member of the 400 relay. Simpson earned a spot by finishing second behind Kerron Stewart in the women's 100.

    "We'll see if things can get cleared up before worlds," Doyle said.

    In a statement released through his agent, Powell said his team has "launched an investigation" to find out "how the substance got in my system."

    "I assure you that we will find out how this substance passed our rigorous internal checks and balances and design systems to make sure it never happens again," said Powell, who's sprinted down the lane in under 10 seconds more times than anyone in history. "My attitude towards doping regulations and testing is well-known and I willingly give samples whenever requested. This result has left me completely devastated in many respects."

    Simpson also released a statement, saying: "This is a very difficult time for me. ... My team and I will try to do everything we can to get this issue dealt with as best as we can."

    Wal-Mart says no to living wage, leaving Washington D.C. - (Metro News)

    WASHINGTON, July 11, 2013 ?The country?s largest private employer dared WashingtonD.C. lawmakers to call their bluff. Just 24 hours before a key vote , executives and lobbyists? from Wal-Mart issued the following threat to D.C. council members ?try to force us to pay our employees a living wage, and we will not build stores in the District.?

    The council was voting to pass a living wage bill, which would require retailers such as Wal-Mart, Lowes, Costco and Home Depot to pay higher wages to their employees. Wal-Mart?s plan was to pack up and leave, promising to cancel plans for at least three of the six Wal-Mart stores if the proposal becomes law. One lawmaker said it felt like Wal-Mart was ?sticking guns to council member?s heads?.

    Still D.C. council members held their ground and voted 8-5 this afternoon to require retailers with corporate sales of $one billion or more and operating space of 75,000 sq ft or larger to pay their employees no less than $12.50 an hour.

    That would equate to a $26,000 annual salary in a town listed as number 9 on a list of most expensive places to live in the country.

    But the 8 votes still leaves the council one vote shy of being able to over ride a potential veto from D.C. Mayor Vincent Gray, who has pushed Wal-Mart to plan stores in the city in underserved neighborhoods.

    In a statement gray said ?I strongly urge the council to consider whether this legislation will actually promote strong economic development in The District and expand job opportunities for District residents.?

    The Mayor is concerned that the bill will drive businesses such as Wal-Mart out of D.C.

    This is not the first time Wal-Mart has gone up against a city government.

    Almost seven years ago in Chicago, the city government passed a similar living wage bill and Wal-Mart threatened to cancel plans to open several new stores throughout the city. Mayor Richard Dailey stepped in and vetoed the bill.

    Today, moments after the D.C. Council voted to pass the living wage bill, Wal-Mart announced the cancellation of plans to build the three new stores in the District of Columbia.

    Wal-Mart in Chicago and now D.C. is trying hard to not set precedence in urban areas for higher living wages than they pay in rural areas despite the difference in living expenses in each area.

    Wal-Mart has already saturated the rural market and they now need to move into urban areas if they want to continue to expand so although the slight difference in required pay in these few stores would not harm Wal-Mart?s bottom line in any way, if it become the expected level of pay in cities, it could cut into the profit in the long run.

    There are currently no Wal-Mart stores in WashingtonD.C. and the planned stores would be a welcome addition in underserved neighborhoods. Two of the Wal-Mart?s planned stores are east of the AnacostiaRiver, an area which has long been short on retail as well as job opportunities.

    But the giant retailers has a long history of complains from many groups including, labor unions, religious groups, community and environmental organizations.

    Wal-Mart usually pays its employees a low enough wage that the average sales clerk earned an amount below the federal poverty line. It also regularly hires employees at 34 hours a week as to avoid paying out full time employee benefits. Because Wal-Mart employs part-time and relatively low paid workers, some workers may partially qualify for state welfare programs. This has led critics to claim that Wal-Mart increases the burden on taxpayer-funded services.

    Wal-Mart has also faced accusations involving poor working conditions of its employees. For example, a 2005 class action lawsuit in Missouri asserted approximately 160,000 to 200,000 people who were forced to work off-the-clock, were denied overtime pay, or were not allowed to take rest and lunch breaks.

    Some believe that Wal-Mart?s biggest crime is being successful. They feel Wal-Mart is an example of capitalism in a very pure form, and pure capitalism seems to chafe some Americans.

    There are numerous other companies that could afford to pay their workers more and who do not but seem to avoid the same criticism.

    People may complain about Wal-Mart, but they still shop there. When push comes to shove, many Americans put their high-minded morality to the side and simply go with the cheapest merchandise they can find.

    Wal-Mart stores started an aggressive plan for moving into urban markets starting three years ago, but it continues to be a difficult road.

    It has run up against the living wage bills in WashingtonD.C. and Chicago and New York mayoral candidate Christine Quinn said earlier this year that as long as the store?s behavior remains the same, they are not welcome in New York City.

    When Wal-Mart decided to open stores in D.C. the retailer said it was committed to understanding the communities where it hopes to do business. The company has previously said it has participated in more than 200 community meetings and documented its commitment to ?help stimulate economic development, expand access to affordable groceries and create quality jobs in the city.

    For now the future of Wal-Mart stores in WashingtonD.C. is in the hands of Mayor Vincent Gray.
